Adding a new model to CIME

Name conventions in CIME configuration files.

The name used in the compset is arbitrary but CIME uses it to find other configuration files.

Example: If your new component is called "MYMODEL" in the compset string, then CIME will look for pelayout and compset config files with the tag "mymodel" (lowercase version).

The name of the directory under components does not have to match the (upper or lower case) compset name.
