[HOLD Web-E#45470] Add prohibited expense feature

Adds the ability to configure prohibited expenses as a workspace rule.

Tests

1. Verify that by default there are no prohibited expenses enabled
2. Verify that when there are no prohibited expenses enabled, the value says None
3. Verify that when toggling a prohibited expense, the value says the prohibited one
4. (If you have the ability to SmartScan - locally or on staging)
5. Upload a receipt with a prohibited line item (e.g. a beer)
6. Prohibit that expense category
7. Confirm you get a violation listed under the receipt image
8. Disable that prohibited expense
9. Confirm the violation is removed as well.
