delete the TensorFlow pages that were archived

This deletes the TensorFlow pages that were recently moved to ftcdocs-archive.
It includes updates to the programming resources index page and the booklets pages to remove links to those files.

It does NOT remove or update other references to TensorFlow. Those pages typically need more word-smithing. e.g. one page I saw mentions "TensorFlow and Vuforia assets, etc." in the context of assets of the SDK. Ideally we remove both TF and Vuforia, but we should actually specify something to replace "etc" assuming there are any other assets that are similar in the SDK.

Note: the index page has a fix to the FIRST inspires website programming resource URL.
The URL for that new page has "ffc" as part of the URL, so I expect we'll need to fix that in the near future when it is corrected to say "ftc".

The check-redirect step failed due to the deleted TensorFlow pages. I had a look at redirects.txt, and there was just one internal redirect included. Can we redirect these to the ftcdocs-archive pages? Otherwise, can we skip this check for this PR?
