[Fault Check] Make a fault check system

Can be really simple, just logging booleans but thats kinda borring. It would be cool if you could just register a device with some "faultManager" class and then it automatically fault checks it. You would toggle on and off fault logging to not waste CAN usage with a robot mode specifically for testing or just a boolean that gets periodically set by a sendable.
