Spent 5 hours fixing #1270 issue, used real fuel capacities. Hope it will really help players with that issue. This fix also gives a true reason for players to dig the coal. There is trouble, though: if, for example, buggy may be filled in 4-5 mins, the B-52 bomber will take much more time(181275L of fuel or 18200000 points). It would be fixed by introducing fuel barrels and changing fuel uploading speed. Also Engines need to be managed. V4 V6 V8 and Rotary one. I don't know how to update their capabilities to match metric system. Better leave them as they are now.
