this was only supposed to be a ncr loadout pr, fuck me
balance changes, fixes, tweaks, new shit, the whole wazoo.
it's 6 in the morning, i'm probably gonna forget to say something i did here, but it's prolly fine, i tested all of this shit anyways.

add: Added new loadouts for ncr, legion, bos, and preacher, added more armor for ncr and legion, added some dogtags for both too
add: Added the Zealot's armor set for the preacher, added mines to the basic and advanced explosive books, added rideable nighstalkers to the legion's stable because why not and also because i couldn't make horses work, moved the chickens from the chicken pen and added a bighorner bull there, why? i honestly don't know but i like it. (bighorners can be used for farming yes),
replaced the town's toolrack with one with actual tools inside, added moneybags to ncr and legion, added Head Paladin,
del: removed some stupid ass melee options from the waster kit, removed chem payloads from the crafting menu.
tweak: tweaked most existing loadouts, like everywhere except town, i didn't touch town, revamped the ncr base a little, made it so brahmin barons and orators can use consoles, tweaked some unused stuff to give to some loadouts, tweaked melee and energy loot pools, tweaked trash loot too, made some recipes more expensive, reduced deputy slots, tweaked plasma muskets and worn plasma pistols, made the scoped revolver actually have a scope.
balance: rebalanced most two-handed melee weapons, buffed powerfist and the R81.
fix: fixed stimpacks, fucking finally, fixed bitter X5 recipe.
imageadd: zealot armor, yeah
code: made it so blackpowder doesn't chain explode
