About The Pull Request

Takes out the temporary armor values for individually customized ones. Faction armor now runs on a tiered system of resistances (1/2/3), and all medium armor is now no longer comparable to CA, and has their own unique resistances.

I also reworked the DT of light/medium/heavy/spa armor sets, and tripled the drainage rate of PA power cells. Ammo rebalance coming soon.
