Redstone Dust now also gets effected by: duplicateBlockUpdatesFix, extendedBlockUpdateOrderFix, parityRandomBlockUpdates, blockUpdateOrderFix, redstoneComponentUpdateOrderOnBreakFix, & uselessSelfBlockUpdateFix

Fixed:
observerUpdateFix - Was not working anymore
optimizedPoweredRails - Vanilla changed the update order, so the optimization has now been changed to be the same
