Updated page with link to new data dictionary. Put previous table under heading of Legacy Field Mapping.

Users were looking for a data dictionary that did more than map Census field names to ours--they wanted an explanation of each API data field. In this branch, I uploaded the new FAC API Data Dictionary Excel file that I created (and that was reviewed by several teammates) and also updated the Markdown file to link to it, keeping the historical data under a new heading "Legacy Field Mapping."
