Neutronium and Hypogen are both the only recipes that uses the total eu capacity of a fusion reactor as starting costs. This create a wrong behaviour in compacts. In Compact MK4, mk3 recipes are supposed to gain 64 extra parallels, but the starting energy for neutronium is exactly on the threshold, making it not receive the bonus.
This PR slightly reduces this to make sure it works properly, just like every other recipe.
