add instructions on regex based dashboard filters #387

Only add necessary sections. Be concise. Lengthy descriptions should be added to the appropriate doc. Delete italic sections

Description of Change

What functionality was added? An overview of what code changed
Instructions on how to make dashboard filters accept regex expressions or other forms of manual input with the use of jinja-templates.

Reason

Why was the change necessary? Link to Monday tickets that were resolved or created as a result of change
UT mentioned at various times that it can be tedious to click lots of options in filters especially if they all have slight variations in them. I figured this out to see if it would be useful and wanted to document it.
