Current issue:

ERROR: Cannot install -r requirements.txt (line 46) and pyzmq==23.2.1 because these package versions have conflicting dependencies.

The conflict is caused by:
    The user requested pyzmq==23.2.1
    locust 2.11.1 depends on pyzmq<23.0.0 and >=22.2.1

This will be fixed with locust 2.11.2+, which will include: locustio/locust@407aec1.
