Update otel collector to v0.106.1.

This PR updates the opentelemetry-collector dependency to v0.106.1. Some changes were required after the update. Some details :

• CreateSettings and NewCreateNopSettings were deprecate in favour of Settings and NewNopSettings :
  • [processor] deprecate CreateSettings -> Settings open-telemetry/opentelemetry-collector#10336
• Import golang.org/x/tools/cmd/goimports instead of only golang.org/x/tools which wasn't providing the module correctly.
• UnmarshalConfig is deprecated. Using Unmarshal instead :
  • Remove component.UnmarshalConfig open-telemetry/opentelemetry-collector#7102
• No default ConfigProviders are set anymore. Supplied manually file, env and yaml config providers which seem are the only necessary for the opentelemetry-operations-collector:
  • [otelcol] Determine if NewCommand should supply any default providers/converters open-telemetry/opentelemetry-collector#10290
