I think that this makes the structure easier to read under pressure, introduces additional detail around what to do and expect in an incident, and adds information on what to do in the event of an incident locally (particularly at the Etihad Campus).
Please let me have your thoughts and I'll make improvements as necessary, before squashing my commits if you're content to approve.
