The PR is tidying up the GenAlg and surrounding tools/algorithms and also implements:

Exiting when tool is not present
Fix crash in DEBUG mode
Move printouts for individual particles into VERBOSE
Removes support for versions of Pythia older than 8.3
Removes dead smearing tool from PythiaInterface as it is also in GenAlg
