Make ctx.pass immutable (#11538)

* remove @:enumConstructorParam

* remove init_class_done

see if this breaks anything

* clone for expr

* make ctx.pass immutable

* ctx.e can be immutable too

* add failing test to show everyone that it's broken

* fix it

* inherit allow_inline and allow_transform to contexts within the same module
