Improve Stock (Kerbol) system configs (#32)

* Improve Stock (Kerbol) system configs

* tabs & spaces

* Stock tracking stations and launch sites

Add RA stations at all of the stock alternate launch sites and extra ground stations. Relocate DSN stations to pre-existing tracking stations. Properly gate MH launch site tracking stations.
