Looks up ServiceName and ServiceUserName independently. Also removes the assumption that ServiceUser is going to be the same as passed into the cert-store
@rcpokorny - might need some cleanup, but I think if we retrieve the ServiceName and serviceUser with these powershell commands the behavior should account for use cases where the InstanceId is uniquely set, even when the InstanceName is default "MSSQLSERVER" or "SQLEXPRESS".
