kgo: add missing customentities policy rules #1089

What this PR does / why we need it:

This is missing from KGO's policy rules.

In Kubernetes, in order to give permissions (KGO gives ControlPlanes permissions), one has to have that permissions itself.

This PR gives KGO's manager role, customentities policy rules so that it can give that to KIC.

This also bumps KIC's CRDs to 3.2.0.

Finally, release gateway-operator chart 0.1.9
