TestingI tested this by pushing the changes to the develop branch on my fork and observing the behavior of the CI workflows to test building with python 3.13 and also to deploy the docs. Everything worked as expected. |

This PR adds python 3.13 to the supported versions and adds a test in the build CI workflow to run with 3.13. I also updated the suggested version in the "Getting Started" tutorial in the User's Guide.
