Add macOS agent release notes to Intune Documentation

I'm PM on Apple Intune feature team. We previously did not have release notes published for macOS agent (which is a part under macOS MDM). I'm not 100% sure where's the best to add this new info. Maybe a new page? I'm adding to "What's New" for now and appreciate to discuss with documentation team on what's best presentation. Thank you.

Hi, I opened this PR<#4687> last Thursday. And when I check today, I still did not see it was assigned to a content reviewer. @iye-ms I've followed up on this vie email. We'll need to properly track this, and restructure the what's new announcment. That will be done via our internal content process, with our communications team invovlement. Because we'll work this via that process, I am closing this Content PR, as we will not be able to use this for the content update.
