Initial release

Only VQE algorithm with both CVaR and asc-CVar extensions is working. The QAOA is in progress. This release has been used for experiments run used by Variational quantum solutions to the Shortest Vector Problem.

In order to reach the version 1.0.0:

• finish QAOA
• write tests
• write docs and api
