Stabilization of the branch

This release is a first maintenance release for Decapod (still released as Shrimp). It has following notable changes:

• Force CLI to return JSONs even on errors
• Do not block collecting of Ceph facts on broken ceph command
• Use monotonic timer for Mongo lock wait
• Support of hyphenated interface naming
• Scripts for DB BRUM
• Enable monitors on host restart
• Enable RGWs on host restart

MVP release

This is a first MVP (minimal viable product) release for Shrimp.

This release includes 4 plugin playbooks: Deploy Ceph cluster, Add OSD host, Remove OSD host and Purge cluster.
