PRODENG-2744 Fixes for RBC sudo issues

• Introduced a new option for specifying a custom path for copying the install.sh in hosts
• Removed rhel 7 package repo configurations since they are no longer needed
• Used explicit binary path for docker. This was required since whitelisting for docker command was not effective without the full path to the binary
• Required TF changes are done to be compatible with the latest AWS provision module
• Tooling scripts are added to help with testing of whitelising shell commands

@pgedara I have broken all of your commits out to their own PRs to make it easier to asses the impact of each change, except for the sudoers whitelist and helper script, which are not a high urgency at this time (and don't belong in the root)
