This PR adds in Specialty .38 OPS Ammo, two types of ammo orderable from a 5000 (!!) credit crate that cannot be departmental ordered. It comes with two speedloaders of .38 HV-DS Ammo and .38 Maginull Ammo. The crate also has a unique look
.38 HV-DS, or High-Velocity Dual-Stage, is a dual-stage round that separates from a booster in mid-air to obtain much faster bullet velocity, granting faster bullet speed, armour penetration and stronger wounding. The bullet is less damaging and cannot ricochet however.
.38 Maginull is a special ammunition type containing a gold and obsidian hollow-point core, which embeds easily in a target and saps their mana away whilst embedded. It has frighteningly high damage for being a special round, but spamming this round (or HV-DS) is practically pissing money away.
This PR also adds in the ability to override the ability to departmental order a crate. That way for wacky or lore crates or whatever, they don't require broad spectrum or the imports tab.
