Related to #672.
This PR may be too big to review, but it sets us up for refreshing individual features if we want to break this up into more pieces.
All Features are now in a "clean" state, with the exception of the install profile. That has a lot of conflicts with various modules and config that is duplicated. It will take a bit more work to untangle that.
In the mean time, this PR can be useful for testing to see if major functionality has been disrupted, like if the migrations can still be run successfully. I could use help testing as I'm not very familiar with Mukurtu's functionality.
