This shrinks the static data processing to the absolute minimum required for processing the NRT-Streamflow restart files for MR runs. Wall clock time is reduced from 14-15 min to 2-3 min.

Description
Updated MR Bridge FOC files to reduce static data processing to absolute minimum required. This changes the wallclock times from 14-15 minutes to 2-3 minutes.
Many thanks to @karsenau for guidance on changing the LDT settings.
