Create a nijobs-commons package to hold common values between backend and frontend

When dealing with information that will be shared in backend and frontend such as the Offer field values and technologies for example it is helpful to have it in a single place to avoid inconsistent data.

Another use case are constants that are also used in the frontend for client-side validation and error messages that are also parsed in the frontend to show a human readable message.
