GH actions for traffic monitoring

Will add two GH actions to monitor:

1. forking and access of the main DB repository
2. downloads and views of zenodo entries that are linked from the main DB repository

Results are committed to traffic in this repository by the GH action bot.

The GH action for GH traffic monitoring requires a token with push access (but not necessarily to main) to the DB repository in secrets of this repo in order to work.
