DESCRIPTION OF CHANGES:
Add configurable ENS_BEC_LOOK_BACK_HRS for the hours going back for the ensemble forecasts, used in the EnVar analysis. This used to be hard coded 3.
TESTS CONDUCTED:
Tested on Jet in conus-12km retro.
