CI workflow updates and migrate container

Description
A few different updates for the CI configurations:

• Finishes migrating images from dockerhub to github's container registry
• Switches the triggers for GNU and Intel workflows so that intel runs every push and gnu only on pull requests
• Adds target flags from mkmf templates for prod and debug to job matrices
• Adds a new step to the CMake build to link with a (very basic) executable to check issues with the built library
