Align package build with other components that generate packages

This builds on #41 and updates the builds to align with other projects where we build packages.

To buld all packages run:

make -f deployments/systemd/packages/Makefile

Or specify a target from: deb, rpm, tarball.

When running this, we see:

│   └── nvidia-mig-manager_0.6.0-1_amd64.deb
├── rpm
│   └── nvidia-mig-manager-0.6.0-1.x86_64.rpm
└── tarball
    └── nvidia-mig-manager-0.6.0-1.x86_64.tar.gz

This can be extended to include other architectures, for example.
