A lot of the features I want to make, including some of the ones in this apworld, are blocked by this PR that has been open for 4 months. If you have any ability to review it, I would be very grateful.

Additions:
A new option has been added: Panel Hunt Same Area Discouragement Factor.
This can be used to prevent areas with many panels (such as Treehouse or Caves) having too many hunt panels in them.
