aji_openocd: OpenOCD with virtual JTAG for Quartus #37

To use OpenOCD with the Intel virtual JTAG infrastructure (SLD) it needs the aji_client that was just recently open-sourced by Intel. This compiles this fork of OpenOCD with aji_client enabled which should enabled vJTAG operation. But this is untested.
Source and inspiration of this topic is the debugging of NEORV32 through JTAG. The details about Intels SLD comes from the excellent blog of tomverbeure.
