This PR removes all "jobs" fields in the metadata and the jobs declaration from the schema.
This information is vastly outdated. For the files which included this metadata, I also removed the "build" information, which was also outdated in nearly all cases. If you are eager in simplifying the metadata even further, you can make a new issue to remove "build" information everywhere - there is really not point to keeping that information in the OBO metadata, since it is changing so much.
