[Q42023 Sprint] Improve Data Model and Core Functionality

Purpose

The purpose of this group of issues is to ensure that the data model and core functionality of Gaia are solid, and increase support for new data_sources (API sources, authenticated sources). Doing so will involve some changes that will enable new use cases (i.e. INSPIRE) by way of supporting new data sources (e.g. Global geometry data, SDG Indicators).

• Make the source CSVs serve as SSoT throughout gaia #200
