Motivation and Context
We wanted to add Python 3.12 images to start using it as our Python base image.
We also agreed to remove the Python 3.10 pipeline as it's no longer used.
What has changed
-> added the Python 3.12 version tag
-> removed the Python 3.10 version tag
-> updated the README
-> updated the Makefile
