3.9.0 - MetaDefender Core Integration

Users can now scan files with a private MetaDefender Core instance. The instance needs to be configured with a user apikey with access to file scanning. Also, when sending files, the chrome extension can add the rule header to one of the available workflows which will be pre-populated in the workflow dropdown.
