Translation Framework 2 is a program used to support translation efforts for games.
If you don't (or can't) compile from source, you can download a pre-compiled version here.
When creating a new translation project file, Translation Framework 2 will prompt you to select the game you wish to modify and the folder at where it is installed. When done, Translation Framework 2 will search and unpack files that are necessary for translation. When you are done with modifying files, Translation Framework 2 will rebuild these files for you.
