Introducing official Packer configuration for packaging GraphDB as a VM image for Google Cloud. The Packer configurations installs the following libraries and software: - GraphDB - GraphDB Cluster Proxy - OpenTelemetry - Google Cloud Ops Agent Added a simple CI workflow that does basic linting and formating checks.
