build(deps): bump tough-cookie and gatsby-plugin-sharp (#290)

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [gatsby-plugin-sharp](https://github.com/gatsbyjs/gatsby/tree/HEAD/packages/gatsby-plugin-sharp). These dependencies need to be updated together.

Updates `gatsby-plugin-sharp` from 2.6.40 to 2.14.4
