replace has bearer with characteristic of

This was not completely finished in #1794.

• Since characteristic of and has bearer are not equivalent, see e.g. comments in policy instrument roles/qualities/functions #1826, we should NOT add an equivalence, although proposed in the dev meeting.
• I'd recommend to replace the usage of has bearer instead, although it affects over 100 classes. OVGU can take over this task.
