Overhaul of stupid bad code

In conjuction with the backend updates, the code for legistream-site is being updated for maintainability and efficiency.

New stuff

This new version of Legistream now dynamically generates stream pages and instances, rather than previously having them hard-coded into the package, which took up a lot of unnecessary space.

• progresses Stream thumbnail generator #7
• will close Long stream titles lead to the back button being covered, and off-centred stream thumbs #24
• will close Close the stream when when the background is clicked. #22
• will close Styling and design #23
