This PR allows using known references from Benchmark/reference elements.

I have tried to generate the HTML report form the content built from the latest upstream master of ComplianceAsCode/content as of 2024-01-24 as of HEAD 2931d4fd336f9666a18dcf6b6b03d9a1a74441d5. It works great. Thanks!
