Description: The administration rights of the organization admin need an adjustment, as they contain restrictions that hinder the workflow, but have no practical relevance.
Example:
For example, as a superadministrator it is possible to manage a meeting without being a participant of the it. Currently, an organization administrator must first give themselves the right to manage a committee and then the meeting administration right in order to edit content in meetings. Having the same administration rights as a super administrator would be very helpful in this case.
An organization admin in principle can manage all levels, but must first register as an administrator for a specific level (committees and meetings). This is not self-explanatory and incomprehensible. It also offers no added value, since the administration rights for all levels are available in any case. Practically, this restriction hinders fast work.
What should happen:
Organization administrator rights should be adjusted to be similar to super administrator rights. That is, an organization administrator can adjust content on all levels without being explicitly set as an administrator. This includes also, that the orga admin can access an open meeting without being the admin and committee admin of it.
Additional information
Issue is connected to #3907 and should done solved with it.
