Committee admin: permission improvement for easier meeeting access

Current behavior
Currently the committee admin must set himself as a meeting admin to have access to a meeting in his committee. This practically leads to an unnecessary work step.

Wanted behavior
The committee admin should be able to open all meetings without having to add themselves as a meeting admin.

Additional context
This issue is connected to #2641. Both issue should be solved together.
