GS/HW: Increase Merge Sprite paving sensitivity to avoid mismerges #12345

Description of Changes

Increases sensitivity of paving check to avoid turning on merge sprite for incorrect draws.

Rationale behind Changes

It was making a meal of things which looked like they were paving, but weren't, like Ace Combat series.

Suggested Testing Steps

Test games which use merge sprite to make sure they're okay.
