为气象领域的extformer-moe和fourcast模型推理添加太初硬件支持信息

Environments

各组件版本信息如上图所示，包括驱动、算子库等全部依赖组件

Logs

extformer-moe的评估日志如下，暂未实现在sdaa训练
eval.log均符合精度对齐要求
使用数据集enso_round1_train_20210201.zip
具体的推理精度数据见log文件
pdparams文件较大，无法上传，如有所需，请联系开发者单独提供

fourcast由于数据集问题暂未实现评估，但是已经适配推理
