Bump package versions for v1.8.0 #3327

Description

  • Updated package versions. Note that now and going forward, version of PEcAn != version of an individual package (though some will be the same by happenstance or design).
  • Removed Date field from all DESCRIPTION files -- it's just another thing to forget to update, and repositories will add it at build time.
  • Bumped Roxygen to current CRAN version. No generated files had any changes.

I went ahead and picked this Friday as a release date. If that changes, edit here and in base/all/data/pecan_releases.csv.

@istfer @HenriKajasilta I think we discussed this in Slack, but double-checking I did this right -- Since this is the first official public release of PEcAn.LDNDC, I rolled the default "1.7.2" development version back to a nice round 1.0.0. If that's an issue, speak now and we can change it again.

This is the first release of PEcAn.SIBCASA, but it's not stable and not well-tested. Leaving the version at 0.0.1 to reflect that.

It's hard to read in GitHub's review view, but the rightmost column of this block is your best summary of all the package versions in one place. If I did it right, this should agree with my proposal in https://gist.github.com/infotroph/f3b21b7500f24c1d13aa7617acd1776f
