Missing line from documentation comment #2717

It looks like this bit (which should be line 45) got dropped, probably during a refactor:

* `ModulatoryMechanisms <ModulatoryMechanism>` monitor the output of one or more other Mechanisms, and use this

Without that, line 46 is obviously incomplete.
